In the African states, most of their respective Bantu and Pre-Bantu languages, as well as the different creoles, are characterized by:
- their non-official status;
- their almost exclusive use in verbal communication;
- being little studied, little documented, little preserved and little valued;
In some cases they are even unregistered (as in Mozambique, for example, where there is not a definitive figure for the amount of local languages)
This absence of an explicit language policy towards national languages dates from the colonial period but continued after political independence. It represents now a chronic disinvestment in national languages. The juggernaut of the official language continues unabated reflecting and aggravating social and regional inequalities.
Facing this threat, what should be today the role of the academic community ? To begin with, to make an estimated warning against the real risk of extinction of any of the unofficial African languages, which would mean a full heritage loss. At a time when the loss of biodiversity is beginning to mobilize public opinion, is it not relevant to alert to the loss of such an important element of ethno diversity?
It is for this urgent tasks that CEAUP invites the presentation and debate of communications.
We also hope that this colloquium will become the starting point for a debate group and eventually for a collective publication on the issue of Language policies and unofficial languages in Africa.
